The Borough Clerk is the records custodian for the Borough, the secretary to the Mayor and Council, and is responsible for municipal elections, records retention and various statutory compliance, as well as facilitating the public's access to information online and via the New Jersey Open Public Records Act.

The Legalized Games of Chance Control Commission (LGCCC) is the state agency that regulates and oversees the conduct of raffles in New Jersey. In order that we may process your application to hold a raffle drawing within the Borough of Leonia as quickly as possible, please follow the directions below. Remember: An application that is incomplete upon submission cannot be processed until corrected.
Your organization must be registered with LGCCC prior to the submission of a raffle application to the Borough Clerk of the municipality where the raffle drawing will be held. The LGCCC registration form and instructions are available to be downloaded.
Each time you submit a raffle application, you must bring in the registration card issued by the LGCCC; the card confirms the identification number and organization name under which you are registered with the commission, and has both an effective date and expiration date. No application will be considered without proof of registration as required. If your application is submitted without the Registration Card, your application is considered incomplete.
Complete four (4) copies of the Raffle Application for each raffle event you are planning. All must be originals with notarized original signatures. Your application must be signed by an Officer of your Organization, and two or more Members in Charge of the Raffle. The exact ages of the organization’s Officers and the Members in Charge must be included for the required background checks. If your application is submitted without notarized signatures, your application is considered incomplete.
If you are conducting any type of Off-Premise Raffle (i.e.; tickets will be printed and sold prior to the drawing date in locations other than the drawing site), you must submit 2 sample ticket forms for either the Off-Premise Merchandise Raffle or the Off-Premise 50/50 Raffle at the time you submit your application. The information required to be printed on the form is outlined on the sample tickets. If the type of raffle requires submission of a sample ticket and you submit your application without it, your application is considered incomplete.
Fees: Set by the state and due at the time your application is submitted. Fees are charged in accordance with the type of raffles license requested and prizes awarded. Two (2) checks may be required; one made out to the Borough of Demarest and one to Legalized Games of Chance. Call the Office of the Borough Clerk at (201) 768-0167 x110 Monday through Friday (holidays excluded) between 8:00 am and 4:00 pm for the appropriate fees.
Application Deadline: You must submit your complete raffle application ten (10) days prior to a regularly scheduled public meeting of the mayor and council. Your application is approved via resolution of the governing body and then forwarded to the LGCCC for their review and approval. Following approval by them, your license will be issued fourteen (14 days) after the filing of your application with the Legalized Games of Chance Control Commission. This is the law. After the 14 day waiting period, you will be alerted that the License will be available to be picked up at the Office of the Borough Clerk.
Raffle License Issued: Your License package will contain the License to conduct the raffle event (and it must be posted at the event), a Printer’s Certificate if you held an Off-Premise Raffle for which tickets were printed, and a Report of Operations form that must be filed with LGCCC (with copy to the Borough Clerk) immediately following your event. Failure to file the Report of Operations will preclude you from obtaining a Raffle License for a future event.

All Business Owners in Demarest shall annually provide to the Borough a certificate of insurance that maintains liability insurance in an amount of no less than $500,000 for combined property damage and bodily injury to or death of one or more persons in any one accident or occurrence.
The owner of a rental unit or multi-family home which is four or fewer units, one of which is owner-occupied, shall annually provide to the Borough a certificate of insurance that maintains liability insurance in an amount of no less than $300,000 for combined property damage and bodily injury to or death of one or more persons in any one accident or occurrence.
Otherwise, the owner of a rental unit or multi-family home shall annually provide to the Borough a certificate of insurance that maintains liability insurance in an amount of no less than $500,000 for combined property damage and bodily injury to or death of one or more persons in any one accident or occurrence.
A valid certificate of insurance must be submitted at the time of submitting a landlord registration or renewal, or seeking a rental inspection for a change of tenancy.

After the application is completed, there will be a 72-hour waiting period before the license is issued. *Licenses can only be issued during business hours. The application itself is valid for 6 months.
Appointments are scheduled during regular business hours, depending upon availability.
Any documents in a foreign language must be accompanied by a certified English translation. If either of the applicants do not speak English, you must bring a translator.
**A blood test is no longer required for marriage**
Note: It is recommended to make the appointment no less than 2-4 weeks prior to the ceremony. You can apply up to 6 months in advance of your wedding or one year if requested at the time the application is processed.
Only one marriage license may be granted from a marriage application. If the license expires before being used, a new application must be made, and another $28 fee remitted.
REMARRIAGE
For individuals who are currently in a marriage in New Jersey, in another state or country there exists the option to reaffirm your relationship/vows by registering a Remarriage.
In order to apply for a Remarriage the couple must provide proof of their existing marriage, meet the requirements for entering into a marriage in New Jersey and follow the guidelines above to completing the license application. Any documents in a foreign language must be accompanied by a certified English translation.
The process for a Remarriage License is the same as for the Marriage License, except that the Remarriage License must be accompanied by the proof of existing marriage and once the application is filed there is no 72-hour waiting period before the license is issued.

DOMESTIC PARTNERSHIP
You must call the Deputy Registrar to make an appointment for a domestic partnership, no walk-ins can be processed.
Couples wishing to register a Domestic Partnership must be 62 years of age or older. Please view the requirements on the State Vital Statistics website.
§ 96-2 Permit requirements
A. No person, firm or corporation shall film or permit filming within the Borough of Demarest without first obtaining a permit therefor, which permit shall set forth the location of such filming arid the date or dates when filming shall take place.
B. Permits shall be obtained in the office of the Borough Clerk during normal business hours. Applications for such permits shall be in a form approved by the Borough Clerk and shall be accompanied by a permit fee as set forth in § 96-4. Incidental use of a public sidewalk or street which does not result in the closing of the street or sidewalk to public use shall not be considered filming on public land.
C. Where filming takes place on private property, permission of the owner must be obtained in writing.
D. One permit shall be required for each location.
§ 96-3 Rules and regulations
A. No permit shall be issued for filming at a particular location in a residential zone within the Borough of Demarest which would permit filming at said location on more than four days during any one calendar year.
B. No permit shall be issued for filming upon public lands within the Borough of Demarest unless the applicant for such permit:
Provides proof of insurance coverage as follows: for bodily injury for any one person in the amount of $500,000 and for any aggregate occurrence in the amount of $1,000,000.
Agrees in writing to indemnify and save harmless the Borough of Demarest from any and all liability or damages from the use of such public lands.
C. The holder of a permit shall take all reasonable steps to minimize interference with the free passage of pedestrians and traffic over public lands and shall comply with all lawful directives issued by the Demarest Police Department with respect thereto.
D. The holder of a permit shall conduct filming in such a manner as to minimize the inconvenience or discomfort to adjourning property owners attributable to such filming and shall, to the extent practicable, abate noise and park vehicles associated with such filming off the public streets. The holder shall avoid any interference with previously scheduled activities upon public lands and limit to the extent possible any interference with normal public activity on such public lands.
E. The holder of a permit shall take all reasonable steps to minimize the creation and spread of debris and rubbish during filming and shall be responsible for removing all equipment, debris and other rubbish from the filming location upon the completion of filming or the expiration of the permit, whichever comes first.
F. Filming shall be permitted only Monday through Friday between the hours of 8:00 a.m. and 7:00 p.m. or sundown, whichever is earlier, in residential zones.
G. The Borough Clerk may refuse to issue a permit whenever she determines, on the basis of objective facts and after a review of the application and a report thereon by the Police Department and by other Borough agencies involved with the proposed filming site, that filming at the location and/or the time set forth in the application would violate any law or ordinance or would unreasonably interfere with the public's use of public lands, unreasonably interfere with the use and enjoyment of adjourning properties, unreasonably impede the free flow of vehicular or pedestrian traffic or otherwise endanger the public's health, safety or welfare.
H. Any person aggrieved by a decision of the Borough Clerk denying or revoking a permit or a person requesting relief pursuant to Subsection I may appeal to the Mayor and Council. A written notice of appeal setting forth the reasons for the appeal shall be filed with the Borough Clerk. An appeal from the decision of the Borough Clerk shall be filed within 10 days of the Borough Clerk's decision. The Mayor and Council shall set the matter down for a hearing within 30 days of the day on which the notice of appeal was filed. The decision of the Mayor and Council shall be in the form of a resolution. A resolution supporting the decision of the Borough Clerk or granting relief pursuant to Subsection I shall be approved by the Mayor and Council at the first regularly scheduled public meeting of the Mayor and Council after the hearing on the appeal unless the appellant agrees in writing to a later date for the decision. If such a resolution is not adopted in the time required, the decision of the Borough Clerk shall be deemed to be reversed and a permit shall be issued in conformity with the application or the relief pursuant to Subsection I shall be deemed denied.
I. The Mayor and Council may authorize a waiver of any of the requirements or limitations of this chapter and may authorize filming other than during the hours herein described or may extend the duration of a permit beyond 10 days or may permit filming at a particular location in a residential zone on more than four days during any one calendar year or may waive any other limitation or requirement of this chapter whenever it determines that strict compliance with such limitations will pose an unreasonable burden upon the applicant and that such a permit may be issued without endangering the public's health, safety or welfare.
J. The applicant shall notify the Fire Marshal 24 hours before filming takes place and permit the Fire Marshal to inspect the site and the equipment to be used. The applicant shall comply with all fire safety instructions issued by the Fire Marshal.
§ 96-4 Fees
[Amended 10-15-2001 by Ord. No. 849]
Permit fees shall be as follows:
A. Filming permit on privately owned property: $500 per day for each day or part thereof.
B. Filming permit for filming on public land: $1,000 per day for each day or part thereof.
C. Filming permit for nonprofit applicants, filming for educational purposes, including filming on public land: $25 per day for each day or part thereof.
§ 150-17 Maintenance of sidewalks
The owner or occupant of premises abutting any concrete sidewalk shall maintain such sidewalk at all times in a good and passable condition at a grade which will prevent water accumulating thereon and shall maintain the sidewalk so that the joints thereof are even. The surface of all concrete sidewalks shall be kept properly roughened so as not to become smooth or slippery.
§ 150-13 Permit required
[Amended 10-19-1981 by Ord. No. 520; 12-15-1986 by Ord. No. 629]
No concrete curbs, sidewalks or driveways shall be laid or repaired within the Borough of Demarest except upon the issuance of a permit by the Borough Clerk.
§ 150-15 Application for permit; contents
Any person desiring to lay or repair a concrete curb, sidewalk or driveway within the Borough shall first apply for a permit therefor from the Borough Clerk, which permit shall specify the lot and block where the work is to be done, the owner of the lot and block and by whom the work shall be done.
§ 150-14 Permit fee
[Amended 10-19-1981 by Ord. No. 520; at time of adoption of Code (see Ch. 1, General Provisions, Art. I)]
A permit fee of $25 shall be charged for a permit to lay curbs, sidewalks or driveways in the Borough.
§ 150-16 Inspection fee
[Amended 10-19-1981 by Ord. No. 520]
An inspection fee of $20 shall be charged in addition to a permit fee.
